If you are fluent in French and wish to become a Canadian Permanent Resident, you may have more chances to apply for a Permanent Residence through this stream.
This stream is part of the Ontario Provincial Nominee Program (PNP). The province invites skilled workers from the Express Entry (EE) Pool who can demonstrate fluency in both English and French. This stream works only on an invitation basis, which means the only way to apply is by being selected through the Express Entry system.
You will need to comply with all of the other PNP requirements. The provincial nomination will grant the applicant 600 points for their Express Entry profile, assuring an Invitation To Apply (ITA) for permanent residence.

How Does it Work?
If your Express Entry profile is selected by the province, you will receive a Notice of Interest (NOI). You will then have 45 days to submit your application through the Ontario Immigrant Nominee Program (OINP) e-Filing Portal.
If the province accepts your application, you will receive the Provincial Nomination and be able to apply for a new Express Entry draw with an additional 600 points being added to your profile just for the provincial nomination.
In summary, these are the steps for the Ontario French-Speaking Skilled Worker Stream:
Create an EE Profile.
Receive an NOI.
Apply for the OINP.
Receive the Provincial Nomination.
Reapply for EE with the Provincial Nomination.
Receive the ITA.
Submit the application for the Canadian Permanent Residence.
Am I Eligible for The Ontario Skilled Worker Stream?
To be eligible for this program, you must prove that you have a sufficient French and English level. Also, you must be willing to reside in Ontario.
There is no need for a job offer but you must have at least one year of work experience and a bachelor’s degree or the Canadian educational equivalent.
Since it is still an Express Entry program, you must meet the settlement funds required by the program, which is CAD 12,669.
